Stephens County Commissioners: Agenda for Monday, April 22, 2024

The Board of Stephens County Commissioners meets at 9:30 a.m. each Monday, in Room 200 at the county courthouse in Duncan.

This is a condensed version of the formal agenda that is released Thursday, April 18. Meeting always open with a call to order, discussion and possible action to approve minutes of the previous meeting, and also for purchase orders and issuance of blanket p.o. if any. They also do the same for any county utility permits. Meetings are always concluded with any discussion of new business and a report on the Stephens County Fairgrounds activities.

On this week's public meeting:

The Board will hear from Commissioner Morgan and/or Construction Manager, Ken Shaw, regarding the

ARPA grant and/or ARPA projects for Stephens County and will possibly take action on said discussion.

Old Business: The Board will discuss and possibly take action to award Bid #2024-21 (consisting of

twenty-seven packages) for the Stephens County Fair & Expo ARPA Addition 2024 that was tabled on April

8, 2024.

The Board will discuss and possibly take action to approve Bridge and Approach Plans for County Bridge

Project East Cow Creek, J/P: 33554(04) in District #3.

The Board will acknowledge receipt of the Stephens County Financial Statement and Independent

Auditor’s Report for the Fiscal Year ended June 30, 2021 as prepared by the Oklahoma State Auditor &

Inspector’s Office.

The Board will acknowledge receipt of the Stephens County Financial Statement and Independent

Auditor’s Report for the Fiscal Year ended June 30, 2022 as prepared by the Oklahoma State Auditor &

Inspector’s Office.

The Board will discuss and possibly take action to adopt a Resolution to Reimburse the General Fund and

direct the Stephens County Treasurer to deposit a portion of check #1801 from Graham Auctioneers, LLC

for reimbursement of the sale of county owned equipment sold in the Elk City Auction on March 8, 2024

into the General Government Capital Outlay account described as 0001-1-2000-4110 (R-3). The amount

to be deposited into said account is $2,500.00. The remaining balance of the check is to be deposited into

the appropriate cash funds.

Discuss and possibly take action to approve a Transfer of Appropriations within the Rural

Fire-ST Fund.

The Board will acknowledge the Appointment of Receiving Officers for the Treasurer’s Office.

Board will discuss and possibly take action to adopt a Resolution Appointing Requisition Officers for

the Empire Volunteer Fire Department.

Board will discuss and possibly take action to approve a Contract and Agreement for Juvenile

Detention Services between the County of Comanche operating as the “Comanche County Regional

Juvenile Detention Center” and Stephens County for the purpose of detaining juveniles as authorized in

Oklahoma Statutes beginning July 1, 2024 and ending June 30, 2025.

Discuss and possibly take action to adopt a Declaration of Surplus Resolution for certain

items of equipment on behalf of the Stephens County Clerk.

Discuss and possibly take action to adopt a Resolution for Disposing of Equipment for

certain items declared surplus on behalf of the Stephens County Clerk. The items are to be junked.

Board will discuss and possibly take action to approve a Stephens County Fair & Expo Center Rental

Agreement by and between the Stephens County Fair & Expo Center “Fairgrounds” by and through the

Stephens County Board of County Commissioners and Shelbi Morgan for the Comanche FFA Banquet

event to be held in Territory Hall and the Harvest Room on April 26.
